Commencement Building Converting to Condos
The News Tribune is reporting (article here) that the Commencement building with existing apartment leases is converting back to condos as originally designed. The project recently changed owners and the new group decided the market was strong enough. Point Ruston's new condo building is also highlighted in the article. All good signs for Ruston's future

Despite the Town's best efforts there is progress in Ruston but they have destroyed businesses on Pearl street.
Why/What are the 'Town's best efforts" to destroy the businesses on Pearl street?
