You have GOT to be kidding me. I just read this proposed change in the code and it's ridiculous. It's a classic example of too many bureaucrats with too much time on their hands trying to make their job look important.
What gives you the right to decide what I plant in my yard?
Since when should you have to hire a licensed landscape architect to submit plans on your project???
"Dear Town of Ruston, I'd like to plant a Rhododendron, in my front yard, will you please review my plans and give me permission?" What's next, they get to decide that the rhododendron can be yellow, but not white!?!?!
Do I need to remind everyone that this is YOUR property!!! Code changes like this just continue the erosion of our property rights (not to mention property values).
I wonder how much money the Town Planner is going to be able to bill by "reviewing" all of these new requirements. Wait, his billing rate of $100+/hour is VERY reasonable. It's inevitable there are going to be numerous projects that can't comply with this new code. But that's ok, you just have to apply for a variance which will takes months and will result in endless piles of paperwork and ridiculous "consulting fees".
PLEASE DON'T PASS this. It will only scare entrepreneurs and developers from coming to Ruston more than they already are.
This looks more like a code written for a gated community... not a town.
They have been harrassing, subverting Stack Hill and Point Ruston for over five years. They want a bedroom community but I am sure they would rather have a gated community.
And did you attend any of the meetings?

I did attend a meeting and have found the new suggested requirements are over the top in some situations. Requiring someone to bury their electrical service because they have done some work that caused them to have a permit(work that that increased their sq. footage by 10%) When this happens all the new requirements will go into effect.
I think the Town Planner wants us to look like Gig Harbor.
The contracted city planner service cost the town of Ruston $98,818 YTD according to the Towns Budget and has been increased to 120,000 for next year (see page 9 of the 2010 propoosed budget changes doc.) The mayor notes that the city planner (Rob White??) "performed greater range of services". We have 2 major stalled construction projects that are not providing revenue so the money has to come from somewhere. The code and fee structure in this town is already outrageous and this will make it worse. By the way, it is easy to look up the information on our town councils current households. The council and mayor have houses that are on average 11 years old and have nearly 3000 square feet. This includes adjusting age for both Mayors Hopkins and Huson's previous major remodels, Hunt Hedrick and Kristovich all live side by side in newly constructed homes, and Hardin lives in the oldest and smallest with an 80's vintage 1700 square foot house. If you already have updated 3000 sq. ft. and only 2.4 people living there would you be likely to care what it cost to remodel/rebuild? One would think that any new code/fee would be designed to encourage not discourage residents to improve our properties. Or maybe they like having the biggest fanciest houses in a town with closed shops, run down properties, and failed projects.
