obvious that the writer of opinion.com that you linked to, is not aware of the negative financial history of the Commencement and the long and shaky lack of funding (outside the LID) of Pt Ruston. Someone made a comment or reference about that on his blog.
opinion.com seems to be a well meaning writer with good words and hopes for Ruston's future, but these two buiders may not be the two who write Ruston's future.
It boils down to the strong possibility that the Commencement didn't make their monthly payments to repay their loan to the bank. The link article you posted doesn't even mention that factor.
