Council Meeting: Mar. 3, 2008

  • The discussion on the Eisenhower & Carlson contract was removed from the agenda prior to approval (because of the executive session that was held just before this meeting according to Council Member Huson).
  • Jane Hunt was appointed to the council as expected. Council Member Hedrick noted that the public was not allowed to interview candidates, but asked if council members were also prohibited from asking questions. Huson told him he should have called the candidates on his own time to ask the candidates any questions. Hendrick noted his struggle with Ms. Hunt after hearing from three people about her false statements during the last campaign that there would not be a response if residents dialed 911 in Ruston. Council Member Albertson noted he saw 3 superb resumes (Hunt, Walker, Carpio), but no one knew more about land use law than Ms. Hunt and she wasn't even a lawyer. The motion passed 3 to 1 with Hedrick voting against. There was no comment on the fact that Ms. Hunt had applied for the wrong council seat.
  • The motion and resolution to purchase the new fire engine was approved 5-0.
  • Claims and Payroll was approved after the $20,281.72 bill from the City of Tacoma for SWAT services was removed. The mayor noted that a budget amendment would be needed to find money to pay that bill. He encouraged the council to consider renewing the contract Ruston once had with Pierce County Sheriffs office for extraordinary services such as this. The cost would likely have been lower. Council Member Stebner thought we should ask Tacoma if they would like to offer such a contract. The mayor will have the new chief look into what several jurisdictions might offer.
  • The mayor wanted to know if Huson was still working on a job description and salary for an in-house attorney and planner. Time was important since we loose our attorney at mid-year. Huson said he was working on it.
  • The mayor noted he is still willing to negotiate with the council on budget allocations that he felt were not adequate for town needs.
  • The mayor is pursing the contract with Steve Winterbauer (personnel/labor attorney) at $250 per hour with a one year contract.
  • The town has received a memo from Tacoma that the Supplemental Environmental Impact Statement for Point Ruston is continuing.
  • Town planner Carl Sticksrood in working on a white paper on affording housing rules that will apply to Ruston based on a conference he recently attended.
  • The mayor will have the clerk check into Ruston seats on local boards that the council should consider filling such at the Growth Management Council.
  • Council Member Stebner confirmed that the new police chief has the same salary as the last one.
  • Stebner wants the next agenda to note a presentation, but he refused to say what the subject would be.
  • Council Member Huson, after some procedural discussion, announced that there will be a study session next Monday, March 10th at 7 pm to discuss the town planner, town attorney, changing Ruston’s form of government and new council rules. After the meeting, he stated the new rules should be available by the end of the week for review prior to the meeting. Future study session agendas will be presented later. (Note: no public comment is allowed at any point during study sessions)
  • Council Member Albertson was concerned that no one had been appointed to the civil service commission yet. He knew of two people that had been rejected and he did not like the way the rejection letter had been worded.
  • Albertson still felt that the town planner’s bills were too high.
  • Albertson had spoken to the assessor’s office and they told him they did not require full plans on building permits. The mayor noted the clerk had been told the opposite, so she will check further. The council requires that all building permits be submitted to the assessor within 24 hours so that new taxes could be assessed on the improvements as soon as possible.
  • The mayor encouraged the full council to hold a study session with the current town planner before making a decision on hiring an in-house planner. Council Members Huson and Albertson had met with them in the past and that information should be made available to the full council.
  • Several members of the public got their 2 minutes to comment on the votes that had already been taken and the meeting adjourned by about 8:15 pm.

What about Mike Cohen being shut down by the Mayor? Is this another lawsuit in the making? 30 days per house approval for 35 homes on stacke hill..will it never end?

It might have been expected but that doesn't make it feel any better. I'm sorry you weren't given an honest chance or acknowledged as having a superb resume.

Thanks, Charlene. That means a great deal coming from you. These folks have a firm grip for the next 2 years and show no signs of willingness to compromise. God help us...

Talk about the "good old boys" era!
Bradley openly admitted he talked to 4 of 5 of the applicants. Funny...I don't believe Karen Pickett is on his phone list... but it is his word against anyone elses.

As per the press, Bradely openly denounced Karen Pickett for some sort of personal reason (could it be more history and knowledge of Town business than his own?).

Karen Pickett obviously had the most extensive credentials, yet the "buddy system" prevailed again for this group.

I'm sure Jane is extactic for her appointment to the town council so she can now enact her revenge for her lost wages & retirement to the Comencement Condos.

I'm also sure it will be hidden throughout her voting influance on the council. Watch how she votes on those issues.

We know Jane won't have the integrety to recluse her self from a vote thet has to do with the Commencement project. There is too much bitterness and lost personal revenue.

Watch for more legal fees to follow due to Janes revenge and bitterness. Jane will only have her personal interests to defend.

I'm really disgusted at the "mine is bigger than yours" agenda that this power hungry group put in place.

Previous administrations and community leaders earned respect, they did not need to demand & enforce it.

Yes, it is a new era... yet I believed the younger generation would drive the change to enhance thier enviroment.

Why is it that the old farts that are new to this area continue to make the policies and they probably will not live here long enough to pay the bills?

I think its time I share with the town what is on the agenda.
Its very simple in fact. The town leaders are already morally bankrupt and if they can financially bankrupt it, the path to annexation is inevitable. I know nothing about Jane and don't care too, but i guarentee the choice wasnt about best candidate but easiest to manage, which goes back to morally bankrupt. The best interests of the town were not the objective here. Special interests and personal gain is the objective. I will bet not a single person on the council picked Jane Hunt because shes the most qualifed. Reading the resumes' Karen is by far the most qualified but the problem is that she is also the most likely to get in the way. Virginia and Bill cant be taken seriously no matter how pretty you paint them and nobody knows enough about Marc to risk a wild card. The Mayor is going to be the next to resign and once he is gone Hendricks will give up, because the cause of his constiuents will be lost with the appointment of the new mayor by d, w, b and j. We will be Tacoma, the new fire truck will be sold off, Don's Tacoma Market will be repainted luckily ruston and tacoma have the same amout of letters not they wont have to move Market over any more spaces. In the end we all win even though it might not be so obvious now. The town annexes and the council and newly elected puppet Jane wins, and the other side wins because the council, Jane Hunt and Crazy Bill will lose all voice they currently have. I can imagine wayne, danny and bradley walking into market street demanding that Mike Cohen gets charged double on his Tacoma Connection Newsletter and Baarsma and gang say tacoma connect what? and you're who? Funny really imagining them dealing with real politicians.

Thank you all for the support. Even though this was expected, I'm not so concerned about Jane's appointment as I am with the lack of objectivity and willingness to listen to outside viewpoints by this group. Even if these guys were right on every issue, having such a closed system is dangerous and will eventually cause serious legal and ethical problems. It's clear to me that they have already reached that point.

The town employees do not feel they are being treated fairly. They endured many, many years of low wages when the Town was struggling to survive financially. Now that we are stable, they are receiving only minimal raises - along with a greatly increased workload. The council refuses to move employees to full time or hire help.

In my opinion, this is yet another one of the personal attacks against the mayor by the council. He has been asking for help, he is the administrative head. Anything he asks for gets shot down.

So the employees need to protect themselves from these vendettas as best they can. I don't think they had much choice in this.
