It appears there is an agreement already for building and planning services with Tacoma, and an interlocal agreement "for services", presumably for all public services (including police and fire) on the Point Ruston property as discussed at the last study session.
They will revisit the requirements for digging and grading permits (perhaps to remove the requirement of council approval before street cuts can be made), there is something about a rental letter for The Commencement condo project and they will finally hire "legal services". I expect a "town attorney" is a thing of the past for now.I'll update this post on Monday with a link to all the information.
